Hike in Creamy Layer limit in Himachal

In Himachal Pradesh, creamy layer income limit has been hiked to Rs.4.50 lakhs. With this sleight of hand, all those who were earlier "non-backward" will now be categorized as "backward". With very few people getting excluded, it will be, for all practical purposes, pure caste-based reservation, something expressly forbidden by Article 15(1). Dharamshala: The state government has decided to increase the income limit of the creamy layer of Other Backward Classes (OBCs), from Rs 2.5 lakh to Rs 4.5 lakh per year, said Social Justice and Empowerment Minister Sarveen Chaudhary, in a statement in the Vidhan Sabha. Earlier this limit was Rs 1 lakh per year, which was increased to Rs 2 lakh in July 2001. In August 2004, this limit was fixed at Rs 2.5 lakh per year. Keeping in view the present conditions, this limit has now been raised to Rs 4.5 lakh per year, she said. According to a survey conducted in 2005, the OBC population in the state was 9.27 lakh, accounting for 15.26 per cent of the total population of the state.
